Please join us for our second annual Autism Festival and Walk hosted by the Arkansas Autism Foundation. The event is FREE and includes entertainment, refreshments, fun activities, bounce houses and an autism resource fair. We will also be hosting an Easter Egg hunt at the event due to the date change. Invite your family and friends to walk with us in this one mile family friendly walk. Get decked out in your own team t-shirts and bring your signs and banners to raise awareness in the community. Event is free but donations are always welcomed and accepted. Check back closer to the date for a more detailed schedule of events.

What is an ABLE account? A program administered by the Arkansas Treasurer of State’s office. ABLE Accounts, which are tax-advantaged savings accounts for individuals with disabilities and their families, were created as a result of the passage of the Achieving a Better Life Experience Act of 2014 or better known as the ABLE Act

There’s no limit to what people with disabilities can do. Now, that includes saving, too. With AR ABLE, you can save for qualified disability expenses without losing your eligibility for certain assistance programs, like SSI and Medicaid. What kind of saver are you?

Plan highlights:
-Save with special tax advantages.
-The earnings on your investments are federally tax-deferred and tax-free, if used for qualified disability expenses.
  (That can help your savings compound, earning returns on your returns.)
-Maintain your current benefits.
  (Balances of $100,000 or less are excluded from your SSI resource limit. Only the amount OVER $100,000 is counted against your limit, along with assets held in non-ABLE accounts. If your account causes you to exceed the
  SSI resource limit, then your SSI benefits will be suspended until the account balance no longer exceeds your resource limit. You’ll continue to be eligible for Medicaid, regardless of your account balance.)
-Open an account in minutes.
  (Just tell us a little bit about yourself and select your investments. That’s it. You can easily access your account at any time, from a PC, tablet, or mobile device.)
-Get started with as little as $25.
-Make withdrawals easily.
-Avoid hidden fees. (The annualized investment costs on assets per investment option range from 0.34% to 0.38%, depending on which investment option(s) you select. Each Account is charged an account maintenance fee of $15 each quarter. This fee can be discounted by $3.75 if you select email delivery for statements and confirmations. This fee can be discounted by another $1.25 if the Account Owner or Authorized Individual is a resident of Arkansas

Who’s eligible?
Eligible individuals can open the account for themselves, or an authorized individual can open an account on their behalf. There are a few requirements that individuals with disabilities must meet to be able to have an account.
You’re eligible if:
Your disability was present before the age of 26; and
One of the following is true:
You are eligible for SSI or SSDI because of a disability
You experience blindness as determined by the Social Security Act; OR
You have a similarly severe disability with a written diagnosis from a licensed physician that can be produced if requested.
You must self-certify that you have one of the following:
Blindness as defined by the Social Security Act (SSA); OR
A medically determinable physical or mental impairment with marked severed function limitation that has lasted, or is expected to last, at least 12 continuous months or result in death;
AND you must have a written disability-related diagnosis signed by a physician.
You must re-certify annually.
(Proof of eligibility is not required to open an account. However, you should maintain a record of your diagnosis, benefits verification letter or other relevant documents in the event that you are required to prove eligibility at a later time.)

What are Qualified Disability Expenses?
These are ANY expenses that are incurred as a result of living with a disability and are intended to improve your quality of life.
Qualified expenses include, but are not limited to:
Education
Health and wellness
Housing
Transportation
Legal fees
Financial management
Employment training and support
Assistive technology
Personal support services
Oversight and monitoring
Funeral and burial expenses

When savings is used for non-qualified expenses:
The earnings portion of the withdrawal will be treated as income, so it will be taxed at your tax rate, and will be subject to a 10% federal tax penalty and applicable state taxes.

Do I have to prove eligibility?
No. However, you should have a record of the doctor’s signed diagnosis, a benefits verification letter from the Social Security Administration or other relevant documentation for account verification, as needed.

This is a meeting of the GCDD’s State Plan and Implementation Committee (SPI). SPI will meet to consider applications for funding for the 10/01/17-09/30/18 project period. The RFP/NOFA was posted on 06/09/17 and the application deadline was 07/14/17 at 11:59 pm.

Applicant projects must fit within the following Goals/Objectives/Activities of the GCDD’s 5 Year State Plan to be considered for this funding cycle:
Goal 1-Objective 1-Activity 1: The Council will provide funding to strengthen a statewide advocacy organization by creating an RFP that will provide funds to allow an organization to increase membership and participation of self‐advocates.
Goal 2-Objective 1-Activity 1: Create an RFP that will support a community partner, in each of the state’s five (5) regions, in strengthening access to information and training.
Goal 3-Objective 2-Activity 2: The Council will develop a request for proposal for a community partner to assist people with developmental disabilities with the shift from sheltered employment to competitive, integrated employment and increase access to employment services.

Only complete applications submitted prior to the deadline are being considered for eligibility and possible funding. Decision notices will be sent beginning 08/15/17.

The Department of Finance & Administration/Office of Administrative Services (OAS) issues this request for proposal (RFP) on behalf of the Department of Finance & Administrations Office of the Governor’s Council on Developmental Disabilities (DFA/GCDD) to obtain proposals and a contract for comprehensive advertising, marketing and public relations services.  These services, used in collaboration with the DFA/GCDD administrative staff shall develop and implement impactful and innovative communications effective in assisting the DFA/GCDD in achieving its business objectives and core mission.

Governor’s Council on Developmental Disabilities promotes National Disability Voter Registration Week July 16-20

LITTLE ROCK (July 18, 2018) – The Governor’s Council on Developmental Disabilities (the Council) is encouraging Arkansans with a developmental disability (DD) to take part in National Disability Voter Registration Week, July 16 through July 20, by registering to vote either in person or by mail.

“Though individuals with DD may face barriers of transportation to or assistance at polling stations, it is imperative Arkansans with DD have the opportunity to exercise their right to vote in local, state and national elections,” said Eric Munson, the Council’s executive director. “By voting, individuals with DD can make their voice heard on issues to protect their rights and benefits related to the Americans with Disabilities Act, Medicaid, housing, transportation and more.”

The Americans with Disabilities Act (ADA) protects the rights of individuals with disabilities by prohibiting discrimination and guaranteeing equal opportunities in employment, transportation, state and local government services, and telecommunications.

Arkansans can register to vote in person at a local county clerk’s office or Department of Motor Vehicles locations. To locate a county clerk’s office, DMV or to complete a mail-in Arkansas voter registration application, visit DMV.org/ar-arkansas/voter-registration.php.

Governor’s Council on Developmental Disabilities meets federal compliance bar, is better positioned to support the Arkansas DD community into the future

LITTLE ROCK (June 25, 2018) – The Governor’s Council on Developmental Disabilities’ three and one-half years early completion of a Corrective Action Plan (CAP) has paved the way for the Council to move forward in overseeing the implementation of the federal Developmental Disabilities Assistance and Bill of Rights Act of 2000 (DD Act).

“It is exciting to know the dedication and hard work by our Council have allowed us to accelerate the completion of our CAP and to do so far ahead of schedule,” said Eric Munson, the Council’s executive director. “We hope other states seeking to make turnarounds will view Arkansas as a model and use some of our best practices to help them achieve success.”

The completion of the CAP brought Arkansas’s Council into compliance with the DD Act. This allowed the U.S. Department of Health and Human Services Administration on Intellectual and Developmental Disabilities (AIDD) and the Administration for Community Living (ACL) to remove the “high-risk” status that was placed on the Council in 2015.

“The Council’s turnaround is phenomenal,” Governor Asa Hutchinson said. “Just three years ago, the federal Department of Health and Human Services classified the Council as ‘high risk,’ cut funding and limited its activities. Through its strong leadership and hard work, a completely revamped Council responded to the challenge and resolved critical issues. Congratulations and thank you to the Council for overcoming the obstacles and leading the way. This is the way Arkansas does things.”

The DD Act provides federal funds so that people with developmental disabilities has access to and participates in all aspects of community life. The Council – alongside partners in the statewide DD Network – oversees the implementation of the DD Act in Arkansas by connecting people with intellectual and developmental disabilities to the resources and programs they need to be independent, productive, integrated and included into all parts of community life.

The current Council was created by Governor Hutchinson via an Executive Order on July 30, 2015. The governor’s action came after AIDD and ACL suspended the Council’s authority to administer federal program funds to support implementation of the DD Act in Arkansas. He appointed an all-new, 23-
member governing board; a new executive director, Eric Munson of Little Rock, and three new staff members were hired.

“The Council’s diligent work and great accomplishment have allowed us to look to the future for Arkansans with developmental disabilities by creating opportunities for integration, inclusion and independence,” Council Chairman Chris Johnson said. 

“The support from key leaders, including the governor, of the developmental disabilities community through the Council’s work creates opportunities for advocacy, capacity-building and systems change to flourish. …” Sheryl Matney, director of the National Association of Councils on Developmental Disabilities’ Information & Technical Assistance Center for Councils on Developmental Disabilities. “The Council is addressing complex issues and developing and fostering key relationships with stakeholders working on issues important to people with developmental disabilities and their families.”

The GCDD has called for a special meeting on August 14th, 2017, to consider State Plan and Implementation Committee recommendations on applications for funding for the 10/01/17-09/30/18 project period. The RFP/NOFA was posted on 06/09/17 and the application deadline was 07/14/17 at 11:59 pm. Complete applications submitted prior to the deadline are being considered for eligibility and possible funding. Decision notices will be sent beginning 08/15/17.
